오래된 미국과의 동맹 심화시킬 필요 있다

*Unification Minister Lee In-young’s comment that Korea’s longstanding alliance with the United States could turn into a “peace alliance” is under scrutiny. Lee mentioned in his meeting with the National Council of Churches in Korea last week that the relationship between South Korea and the United States, at a certain point, could move beyond the “military and Cold-War alliance” toward a “peace alliance.”

이인영 통일부장관이 한·미 동맹을 평화 동맹으로 전환할 수 있다고 말한 것이 세밀한 주목을 받고 있다. 지난 주 한국기독교교회협의회와 만남에서 이 장관은 한·미 관계가 어느 시점에선 ‘군사 동맹’과 ‘냉전 동맹’을 탈피해 ‘평화 동맹’으로 전환할 수 있을 거라고 언급했다.

*The statement appears to be a forward-looking, if idealistic, rhetorical vision. At further glance, however, what he said allows for a multitude of interpretations that could hinder Korea’s relationship with the United States, while aligning it closer to China and North Korea.

이 장관의 주장은 언뜻 미래 지향적이고, 조금 이상적인 논리적 비전 제시로 보인다. 하지만 더 깊이 보면 한·미 관계를 방해하고 중국과 북한과 가까운 관계를 지향하게끔 하는 여러 해석이 가능하다.

한국의 두 주요 교역국가로서, 북한과의 비핵화 대화의 주연들로서, 한국의 미국, 중국과의 관계는 상시적으로 중요했고 현 시점에선 더욱 그러하다.

*As an insider in President Moon Jae-in’s government, the minister surely is cognizant of the tests the relations have endured. The relationship with China has been testy over Seoul’s agreement to the deployment of a Terminal High Altitude Area Defense system. Meanwhile ties with the United States have been topsy-turvy, mainly as talks on defense cost-sharing remain stalled.

문재인 대통령의 정권 핵심 인물로서 이 장관은 대미, 대중 관계의 어려움을 잘 알고 있을 것이다. 한국이 미국의 고고도 지역 방위 시스템 배치를 허용한 이후 대중 관계는 시험대에 올라가기도 했다. 대미 관계도 주로 방위비 협상을 둘러 싸고 우여곡절이 있었다. 코리아 타임스 논설위원실
